The Lenovo ThinkBook 14s has a webcam with a built-in privacy shutter that functions much like a lens cap on a traditional photo camera.  This shutter not only blocks the lens from seeing anything but it also cuts off power to the camera as well.  This results in false positive errors saying that the camera has stopped working or failed.  Simply turning the camera back on fixes this issue.

To turn the camera on, move the shutter slider to the right.  The slider is located directly above the camera.  When the slider's position is to the left, a red dot can be seen which denotes that the lens is blocked and the camera is powered off.

It is also important to know that multiple applications can not use the webcam at the same time.  Again, only one app can use the webcam at a single time.  For example, if you are currently in a Google Hangouts video meeting but need to quickly switch over to 8x8 for another video meeting, you must exit the Google meeting first before starting your 8x8 meeting and vice versa.
